The 3Ts model developed by the OECD represents an useful tool to analize the sources of funds to provide safe, reliable and sustainable water supply and waste water services to all. It describes and categorizes the financial resources of investment in the water sector namely Tariffs (direct funding by end users), Taxes (Indirect funding by tax payers and governments) Transfers (ODA and European Funds). After the session an handbook was published that includes different case studies.

European Commission in the person of Mr Peter Gammeltoft gave an important contribution to this session by underlining the usefulness of  the 3Ts methodology in implementing the cost recovery principle in accordance with the Water Framework Directive.
